Under the guidance of the District's five member elected Board, Mr. Sweigard directs the operations and business units of the District's irrigation water storage and delivery system, electric retail energy, hydroelectric services, as well as the recreation and flood control service for the Merced River. Reporting to Mr. Sweigard is the Director of Administrative Services, Director of Finance and two Deputy General Managers. |  | Hicham Eltal - Deputy General Manager, Water Resources
Under guidance of the General Manager, Mr. Eltal is responsible for the general planning and direction of the functions of engineering, construction, maintenance, and resource efficiency and planning within the District's Water Resources Department. |  | Jennifer R. Under guidance of the General Manager, Mrs. Carter is responsible for the District's Human Resources, Risk Management and Safety Program Departments. |
